Are African Americans "Regressing"?

While searching for a subject on the net. I came across the image above. It shows over twenty juvenile delinquents cramped into a jail house room. The article mentions the young men being forced into a life a crime, due to living in poverty. Yet, there is no mention of the horrid jail house conditions, which reminds me so much of the images I grew up seeing. *The images in text books of black people (Africans) being stuffed into slave ships like sardines.

Now my mind starts to conjure up a conversation I had earlier today. It was with a man that tried to convince me that black people are making progress, and will continue on this path. Though I believe black people (African Americans) are not living in the same conditions as the ancestors did four hundred years ago, I don't believe they have made much progress or will continue to.
